I have an VB.Net application that uses the Excel reference. I have the DLL included in the setup, but still receive an error when running the application. Does Excel have to be installed on the machine the application is running on?

I have a program (exe), that was build with VB6 in Win98. The exe is now run on Win XP. When it tried to load a 3rd control, it just terminated with an error and then asked you if you want to send the error to MS or not. When I looked at the details of the error, I saw
