Can IIS admin scripts adsutil.vbs and iisext.vbs (used to configure IIS 5.0 and IIS 6.0) be shipped along with an application like we ship run time libraries?

I have an application which uses mscomctl.ocx. After installing the on Windows 2000 machines immediately after installing MS Office 2000, opening my app as non-administrator user brings up Windows Installer which finally terminates with error 1706.
