None that I know of.

I have to ask....why on earth would you NEED to control this?  You trying to
cause somebody's computer to overheat?

just oppositive
my notebook sometimes reboots itself because of overheat
it is supposed that when the temperature raise to a certain high level the
cooling fan will operate itself,
but this is not always the case
This problems is solved when I use some programs like CPUCool to cool down
the CPU
But these programs are not bugs-free and often use up a lot of memory.
I was thinking that if there is any simple API, WMI can be used to keep my
cooling fan operate.
I've tried to disable the power management functions of my notebooks but it
don't works
I found a WMI function Win32_Fan and CIM_Fan that controls the fan speed
but I don't know how to use its method "setspeed"

giving you useless advice here! But based on experience
with PCs, assuming that the notebook is using some kind
of motherboard:

  Even if WMI could do it the motherboard would need to have
a built-in rheostat for the fan, which seems unlikely.

  If it were me I'd try the manufacturer's website and the motherboard
website to see whether there might be fan-monitor and cooling
software specific to the product. I've got an MSI board, for instance,
and they make their own CPU-cooling software for their boards. It might
be a little more tricky with a name-brand computer product because
they often get custom-order components specific to their product, then
neither the computer maker nor the component company wants to be
responsible for support. It'd be worth checking into, though.
