How can i get a word only with moving mouse on it...

Hi all
I want to write a dictionary that will be able to get a word only when mouse
moving on that word.
which technology i should use?

Hey Lance Can you explain more...
and another thing i want to use it in my VB Application
and get words all over screen except pictures.
like some kinds of dictionaries.
anyway thanks.
