Can a COM written in VB be consumed from a VC++
application?

Consumed?!  Applications are not cannibals; they do not eat their own. =)

I'm just having a little fun there ... but if I interpret your question
correctly, then yes, a VC++ app can utilize a COM object written in VB and
vice versa.
